Singapore Initiates Health Information Bill

The Parliament of Singapore made a considerable effort towards enhancing the country’s digital health infrastructure via the introduction of the Health Information Bill (HIB) on November 5, 2025. The Health Information Bill has been widely anticipated for several years and dates back to 2023, with the proposal put forth by the Singapore Ministry of Health.

All licensed health care providers, including private practice clinics, radiological services, and clinical labs, will be mandated under the new law to provide specific patient information to the National Electronic Health Record (NEHR) system. The proposal also governs the manner in which non-NEHR identifiable health information can be shared with various national health initiatives.

The Bill specifies strict standards on data security and cybersecurity for healthcare service providers and health information systems. It clearly defines obligations on the confidentiality, integrity, and availability of data.

The legislation outlines consequences for violations, which include possible fines amounting to up to 1 million SGD (around 775,000 USD) for organizations, as well as imprisonment (up to 7 years) and fines for individuals who commit serious offences.
