Indonesia Updates Rules for Drug Promotion and Advertising

Indonesia’s Food and Drug Authority (BPOM) issued Regulation No. 7 on Drug Promotion and Advertising on April 29, 2026. The new regulation outlines more detailed requirements for pharmaceutical promotion activities. Companies have until April 29, 2027, to make sure their existing advertisements comply with the new regulations.

For the first time, Indonesia’s BPOM has established specific requirements for drug promotion. Promotional materials must be accurate, balanced, and consistent with the product’s approved labeling. The regulation also expands the range of organizations that may conduct promotional activities to include pharmaceutical wholesalers, healthcare service facilities, and pharmaceutical electronic platform operators.

The regulation clarifies that prescription drugs may only be promoted to healthcare professionals, while non-prescription drugs may be promoted to the public. Companies are responsible for ensuring that personnel involved in promotional activities have appropriate drug product knowledge and training.

In addition, companies are no longer allowed to offer gifts, bonuses, free products, or other incentives associated with drug sales. The regulation also prohibits practices such as prescription-based sales arrangements, multi-level marketing programs, promotional contests, free drug samples for the public, etc.
