China Drug Market Access Update (August 2025)

On July 10, China promulgated its 2025 National Basic Medical Insurance, Maternity Insurance, and Work-Related Injury Insurance Drug Catalogue Adjustment Work Plan. This is an upgrade over the 2024 Basic Medical Insurance Scheme. The main component is the formal introduction of the Commercial Health Insurance Innovative Drug Catalogue, which provides an alternative approach for both drug companies and patients to mitigate the high cost of innovative new drugs on the market.

Another key aspect of the 2025 National Basic Medical Insurance Adjustment is the module that discusses the streamlined process. First of all, dual insurance is possible for both basic and commercial applications only for innovative drugs. Second, for the commercial insurance catalogue, drug companies must furnish product pricing, drug descriptions, claim information, etc. Third, sales data requirements have changed too. For drugs not in the insurance catalogue, the earlier requirement was for 3 years of sales data, and now only 1.5 years is required. For drugs in the insurance catalogue, the requirement has been reduced for sales projections from 3 years to 2 years. In short, drug companies must keep better records of internal information and improve their internal abilities to provide data as needed.
