The universal healthcare system of Taiwan, known as the National Healthcare Insurance Program (NHI), has existed since 1995. The NHI regulator, the Bureau of National Health Insurance (BNHI), usually runs deficits, making them especially interested in cost-cutting measures with respect to medical products.

The BNHI usually determines prices for new medical products by comparing them with similar products on the market. If there are no similar products on the Taiwanese market, the BNHI examines existing prices in other countries and usually selects a figure in the low range of those existing prices.
